The root cause
Why the dimples show
Picture a quilted mattress. Buttons pull the fabric down, stuffing pushes up between them, and you get dips and bulges — not because there's anything wrong with the stuffing, but because of how the fabric is tethered.
Your thighs are built the same way.
Bands pull down. Fat pushes up. The skin on top is the only layer anything topical can reach.
You can't reach the bands. Nothing you rub on your legs goes that deep. That's anatomy, not modesty. You can't remove the fat between them either — which is why women who lose 20 kilos still have dimples, and the fittest woman in your gym class has them too.
But the fabric is a different story.

Creams are water. Your skin barrier keeps water out.
Turn over any cellulite cream in your bathroom and read the first ingredient. It's Aqua — water is typically 70–80% of what's in the tub.
Your skin barrier is built from lipids. Fats. Keeping water out is its entire job. So a water-based cream sits on the surface, the water evaporates, and most of what was dissolved in it never gets near the layer that matters.
